The 'tragic brilliance' mechanism distinguishes elections in limited access orders: in open access orders certain goods (water, electricity) are provided to citizens regardless of how they vote, but in Mexico under the PRI, ~80% of local government budgets came from higher governments conditional on the locality voting for the PRI, so they could literally cut your water off for not voting correctly.
