US shale and Canadian tar sands exist because of geological luck; the US and Canada happened to have unconventional oil deposits with commercial potential, while Europe and most other regions have shale deposits that are either not marine (and thus lacking organic content for oil generation), at insufficient burial depth, or located beneath populated areas, making them commercially inaccessible regardless of geology.
