Fugitive Democracy

Democracy, in Sheldon Wolin's conception, is not primarily an institutional arrangement but an episodic, fugitive expression of the visions and demands of the dominated; for the most part these expressions are crushed, marginalized, and dishonored, but their legacy is remembered and carried forward.
