Social transformation, not growth, built liberal democracy

What enabled the rise of the middle class and liberal democracy in archetypal cases like Britain was not high growth rates (which were modest by modern emerging-market standards) but the qualitative transformation of the economy and social structure: the spread of bourgeois liberal values and restraints placed on what the state could do.
