Illiberal Democracy Has Elections Without Constraints

An 'illiberal democracy' as advocated by Viktor Orban means you have elections and popular will but the government is not restricted by checks and balances—it can do whatever it wants—and if this is the new form of conservatism, it has little to do with Reagan-era conservatism.
