Language models are not dangerous yet, so open-sourcing them (as Meta does) is not very concerning; however, if improvements in language models or hybrid approaches lead to AGI, the risk profile changes dramatically, so we cannot determine safety implications of open-sourcing until we understand whether language models can bootstrap to AGI and what algorithmic innovations might make them dangerous.
