There has long been a mismatch between Russia's ambition to be a great superpower and its mediocre means—visible already in the Soviet period as the economy declined from Sputnik-era optimism into 1970s stagnation—and this gap is even greater today, when Russia's only real claim to greatness is nuclear weapons and oil.
