Decision-making is the preparation for action itself

The intuitive sequence of sense → evaluate → decide → act is wrong; the brain instead projects itself into the future to prepare this action versus that action, and that preparation is the decision, after which it predicts the sensory consequences of those movements—so there is no separate deciding step that precedes acting.
