Knowledge is the rate-limiting step for any sufficiently advanced AI system because even a universal Turing machine cannot solve problems requiring knowledge outside the domain delimited by previous knowledge, and knowledge cannot be acquired instantaneously but only through empirical investigation at a rate limited by the world.
