Three Models of Government Decisions

Government decision-making can be understood through three simultaneously valid models from Allison's Essence of Decision: the rational actor model (government as one entity maximizing national interest), the organizational/standard-operating-procedure model, and the bureaucratic/government politics model of internal power struggles; none is solely true—you can only say one is more true than another.
