Soviet Empire Shifted from Extraction to Subsidy

Stalin's approach to the empire was extractive—taking uranium from Czechoslovakia and Romania, coal from Poland and Germany, oil from Romania—but under Khrushchev and later the relationship inverted: the empire became a costly drain requiring Soviet subsidies of cheap oil and gas to satellites like Hungary and East Germany, and later burdens like Vietnam, Cuba, and Africa.
