During Reconstruction, Republicans and the Freedmen's Bureau provided aid to poor white refugees as well as freed slaves in areas like Tennessee and Missouri, but Northern journalists and politicians nonetheless believed the central test of Reconstruction's success would be whether African Americans or poor whites could more successfully obtain education, jobs, and support.
