Starting around 1970, advocates used state constitutions requiring states to fund schools to bring 'equity' lawsuits (beginning with Serrano v. Priest in California) arguing that locally-raised funding produced inequitable spending variation across districts; after about 20 years these wound down and advocates shifted to 'adequacy' suits arguing constitutions required more funding to make schools adequate.
