Good and bad habits differ by timing of payoff
Behaviors produce multiple outcomes across time; bad habits have a favorable immediate outcome but unfavorable ultimate outcome (a donut is tasty now but harmful repeated for years), while good habits have an unfavorable immediate outcome but favorable ultimate outcome (the gym is sore now but pays off in years), so the cost of good habits is in the present and the cost of bad habits is in the future.
