By criminalizing the least violent ground-control positions, the NYC bill perversely incentivizes more violent control tactics—tasers, batons, firearms, and closed-fist strikes—because officers can no longer hold a subject body-to-body; banning torso contact forces multiple officers to control by the limbs while another strikes the suspect.
