US denied having a sphere while holding the Monroe Doctrine

FDR brought an American perspective that rejected spheres of influence, but Soviet diplomats like Litvinov correctly noted the Americans effectively had their own sphere via the Monroe Doctrine while pretending not to and refusing to recognize the Soviet one.
