Bureaucracy Increased While Logistics Improved

Over the course of the war some things improved (logistics significantly), but bureaucracy and paperwork have become more prevalent, time-consuming and difficult — the opposite of what one would expect from a military under increasing wartime pressure — partly compounded by constant personnel turnover that strips experienced commanders from the field.
