Weather is a forcing function for shelter-building

California's mild weather removed the external forcing function that harsh-winter states faced, where people would die outdoors, which by law made those 'shelter-first' states build shelter, treatment centers, and safe indoor places; because Californians can survive outside, the state never built that capacity.
