PEPFAR (President's Emergency Plan for AIDS Relief) was an incredibly successful program started by George W. Bush that created fantastic goodwill for the United States across Africa at modest cost; China could pick up the program for approximately $8 billion per year and completely displace US goodwill in that continent.
