Memory chip export controls have had huge impacts on the competitiveness of US companies that provide leading tools for the memory sector by preventing Samsung and SK Hynix from rapidly expanding capacity in China, which in turn prevents US companies from acquiring enough memory for PCs, laptops, and smartphones.
