Good vs Bad Bureaucracy Distinction
Bureaucracy is not inherently bad and is in fact necessary for an efficient military; the test for any process is whether it actually helps the effort — illustrated by a simple whiteboard tracking which vehicles go where and who rides in them (good bureaucracy that prevents soldiers being forgotten) versus meaningless paperwork that just delays processes (bad bureaucracy).
