Ammunition, not launchers, limits long-range strike

Europe is gaining long-range strike capability but the US has far more of it, and the binding constraint is not launchers or artillery systems but ammunition; without the ammo you cannot use the launchers, and Ukraine has shown that striking Russian logistics, ammo dumps, and command-and-control deep in the rear is highly effective at degrading offensive potential.
