Because Washington decided ISIS is the bigger threat and to minimize combat in favor of training and intelligence, US forces in the region rarely leave their bases and don't shoot back, which gives Iranian-backed militias an easy propaganda win from every mortar or drone attack and invites hundreds of such attacks against US positions.
