Cleaning up the government risks a destructive pendulum

A future Democratic president wanting to clean out the DOJ, FBI, and ICE of installed loyalists faces a trap: entrenched appointees like a Fed chair with a fixed term cannot be easily removed without market and norm crises, and the whole effort is easily spun as equivalent partisan awfulness, risking a pendulum in which each administration destroys the government.
