Concern is opportunity more than wealth inequality

Mahan is more concerned about opportunity and upward mobility than about wealth inequality per se; while wealth inequality can be corrosive to democracy, declining social mobility in America is the bigger issue, and he supports progressive taxation but not a wealth tax because he doesn't think it will work in practice.
