Cross-cutting cleavages produce tolerance via repeated-game incentives

Pre-1975 Lebanon functioned as a quasi-liberal democracy because so many cross-cutting cleavages meant no single group could expect to rule forever; lacking that expectation, groups struck bargains and stayed moderate out of fear of what others would do in power. The system collapsed when the influx of Palestinian refugees let one group see itself as a permanent majority, removing the incentive to compromise.
