Pearl's proposed solution is captured in the slogan 'two states for two people, equally legitimate and equally indigenous': resolution must start with mutual recognition that there are two legitimate national movements with equal claim on the land, and crucially the Arabs must accept that Jews belong there—until that educational and conceptual change occurs, every diplomatic effort (e.g. Oslo) is doomed to fail.
