Understanding the brain is like understanding New York City
No human being could hold the amount of information in a brain; the best we may do is describe what is there in complete detail, which is very different from being able to predict behavior—analogous to asking whether you 'understand' New York City, where so much happens simultaneously that the question barely makes sense, and the brain is far more complex than New York City.
