Governance Design Depends On Population Heterogeneity
There is no perfect governance design; the right structure depends on the population—small homogenous populations with little dissent can be governed easily by one person, while extremely heterogeneous populations like America cannot, so for America the focus should be on improving the speed and efficacy of government rather than changing its structure or seeking one person who represents one's views.
