Foreign Volunteers Cannot Reform the System

Western volunteers who went to Ukraine intending to act as instructors or to build elite foreign-led units that would 'show them how it's done properly' almost invariably came away frustrated because they could not change the system — so to operate in Ukraine you must do what they want rather than try to reform or instruct them.
