Hydrogen Is Good for Upper Stages, Bad for Boosters

Liquid hydrogen has very high specific impulse but very low density, so it is an excellent propellant for upper stages (which carry less propellant) but a poor choice for booster stages because the tanks become geometrically gigantic, as exemplified by the all-hydrogen Delta IV being operationally capable but never cost-effective.
