Dunbar-scale sites keep shelter manageable

San Jose has built 23 interim housing and shelter sites deliberately kept small (converted motels of 50-75 rooms or modular sites of one to 200 units) because when a site reaches three, four, or 500 people it becomes unwieldy; keeping to a Dunbar-number scale creates a social-capital-rich community and avoids the challenges of large sites.
