European integration was always an elite project sold to populations rather than demanded by them; the euro crisis was fundamentally a crisis of interdependence, with German banks as much a source as Greek or Spanish borrowers, but elites framed it moralistically as North disciplining a profligate South, a political failure that now makes the situation hard to undo.
