Assimilation Requires Limited Immigration Rate

There is an optimal rate of immigration that allows assimilation; historically ethnic enclaves where no English was spoken only dissolved because immigration was shut down for an entire generation, and the American character—uniquely accessible regardless of race—can be inherited only when newcomers can absorb it rather than reproducing their countries' ethnic divisions.
