Democracy Failed to Spread Beyond Greece Due to Elite Incentives

Democracy did not spread beyond Greece because it requires rare cultural presuppositions (equality among native males, value of liberty) and because entrenched narrow elites who efficiently extract a small surplus from many people prefer a guaranteed large share of a small pie over a smaller share of a larger pie, so they resist democratization at all costs.
