Creating pathogens to study them inverts safety logic

Whereas the 1975 Asilomar conference established a rule not to work on highly pathogenic organisms, that rule was later dropped; a more fundamental rule should be not to create highly pathogenic organisms in order to work on them, because gain-of-function research effectively manufactures the dangerous criminals rather than merely making wanted posters.
