Bureaucratic systems are extremely artificial environments where a relatively narrow intelligence specializing in a very narrow niche can exert enormous impact on the world, allowing a lawyer or banker who doesn't know how to hold an axe or hammer to nevertheless cut down entire forests and build entire cities just by moving data and documents inside the bureaucratic network.
