Different Soviet leaders required different approaches

There was no single successful US strategy toward the USSR because there were different Soviet Unions in different periods requiring different approaches—Stalin was a dark, brutal, hard-to-deal-with personality, Brezhnev was more open to negotiation, and Gorbachev was a completely different story.
