Past Successes in De-escalation Exist

The risk ratchet has occasionally been reversed: in 1986 Reagan and Gorbachev agreed a nuclear war can never be won and must never be fought, building shared understanding that enabled the INF treaty; and in 1991 President George H.W. Bush unilaterally took US tactical nuclear weapons off alert and off surface ships through a presidential nuclear initiative that Russia then reciprocated.
