Religious freedom from practical experience

Genghis Khan instituted religious freedom for individuals not for ideological reasons but from practical experience—just as he outlawed kidnapping of women because his own mother and wife had been kidnapped, he saw that 'civilized' peoples fought over religion, so granting personal religious freedom reduced conflict, won minority support, and created a balance of power among sects he could exploit.
