NATO strategy is to shove as many weapons, intelligence, and possibly volunteers into Ukraine as possible so that Russians have to fight for every inch, then face a partisan insurgency when they try to consolidate; as long as Russia is bleeding in Ukraine, they lack a free hand to move next; therefore anything that keeps Russians in Ukraine is a win, because the next target is 'the whole enchilada,' not just separatist regions.
