There is an 'omni-influence' model where everything influences everything else (rather than 'omni-determinism') but not in a way that is absolutely deterministic, meaning that understanding the metacrisis requires recognizing that all of infrastructure (technology), social structures (institutions), and superstructure (culture/values) are co-informing and no single one is deeper or more causal than the others.
