Putin cares most about political control, using Ukraine as a warning

What Putin really cares about is political control (as shown by sending forces to suppress unrest in Kazakhstan before the Ukraine invasion), and part of his approach to Ukraine is to punish it as a warning to states like Central Asia and Georgia; Georgia's ruling party has leaned away from NATO/EU after seeing Ukraine, while Azerbaijan's Aliyev defies Putin because Russia can do nothing.
