Federalism makes national election-rigging hard

Rigging a national election is very hard because of federalism, with elections run by thousands of counties and blue states; the House is likely 'too big to rig' for Democrats given the razor-thin two-seat GOP margin and expected pickups in California and New York, so the greater risk is post-election refusal to seat delegations.
