Threatening Sanctions Without Acting Was the Mistake

The fundamental mistake was threatening sanctions without imposing them, because incremental sanctions only deter when backed by credible action; even a quarter of the sanctions imposed after Crimea in 2014, or before the invasion, could have prevented the war, but every day of delayed decisive response raises the price and renders previously sufficient measures inadequate.
