Immigrant civil servants are less complacent

Michael Lewis found in 'The Fifth Risk' that a hugely disproportionate number of award-winning civil servants who devised great bureaucratic initiatives were first- and second-generation immigrants, because someone who came from a place like Somalia is not complacent about the value of drinking water and the absence of a militia.
