Restorative justice cannot handle diffuse-victim crimes

Restorative justice is unsuited to crimes with no identifiable victim or with so many diffuse victims (widespread online fraud, identity theft, crimes against society at large) that no localized stakeholder process is possible; for those cases a consequentialist approach is the right way to handle punishment, and Summers agrees consequentialism governs there.
