Cyclical vs. Structural Deficit

Definition

A government deficit has two components: the cyclical part caused by a temporary recession (which Keynesian stimulus addresses and which fades as the economy recovers) and the structural part that persists at full employment. Conflating them lets advocates use the recession to justify permanent spending increases unrelated to whether stimulus works.
