Published Behavior Specification
Definition
A governance heuristic: write out concretely and publicly how a model is supposed to behave (including specific prompt-response pairs and edge cases), take public input, so misbehavior can be cleanly classified as either a bug to fix or intended behavior to debate at the policy level.
