War as Bargaining Failure
Definition
A framework treating war as the breakdown of a bargain: because fighting destroys part of the contested 'pie,' rivals can almost always find a peaceful split they both prefer; war occurs only when something prevents them from reaching or honoring that split. Most rivalries therefore stay peaceful.
